Look at the La Pine row for the contrast. That ZIP also crosses a county line, into Klamath, and it does not matter at all, because Deschutes and Klamath are both in Rating Area 4. Crossing a county line only changes your price when it crosses a rating area line too. Around Redmond and Terrebonne, it does.

What the county line is actually worth
On the state's own 2026 comparison table, the identical standardized plan ran about 23% more in Crook than in Deschutes.
Oregon requires carriers to sell standardized plan designs under a fixed naming convention, which makes this a true like-for-like comparison rather than an estimate. On the state's published 2026 figures, the identical standardized silver plan cost about 23% more in Crook County than in Deschutes, and the same gap appeared on the bronze and gold standardized plans too, because it is the rating area factor rather than anything about the plan itself.
Two honest qualifiers, because this is easy to overstate. First, if you receive a premium tax credit it is calculated against the second lowest cost silver plan where you live, which absorbs much of the area difference. The gap bites hardest on people paying full price. Second, the price map and the choice map are different maps: Crook sits in a different rating area from Deschutes but has the same two carriers for 2027, while Jefferson shares Crook's rating area and has three.
Approved 2027 rates are higher than the 2026 figures across the board, so treat the 23% as the size of the area gap rather than as a current price. What the state publishes each year for comparison is a premium only, and the deductible and out-of-pocket limits move the real cost as much as the premium does. Redmond is a working town, and that changes which coverage question matters
Employer-based coverage in Deschutes County outnumbers the individual market several times over, and it is the healthier market.
Redmond is the county's second city and it earns its living differently than Bend does. Roberts Field, the region's commercial airport, sits here, along with the manufacturing, distribution, trades and public sector employers that keep Central Oregon running. That matters for coverage, because it means a lot of Redmond households get their insurance through a job, and a lot of Redmond businesses are the ones deciding whether to offer it.

Read the two bottom rows together, because that is the whole point. The individual market in Deschutes is the one in trouble. It is losing carriers, it is down to two for 2027, and roughly half its members were with an insurer that will not sell them a plan next year. The small group market is not in that position. Nine insurers were writing it, six have approved 2027 small group rates, and the approved average small group increase came in below the individual market's.
So if you run a business in Redmond with even one employee on payroll who is not an owner or an owner's spouse, you are looking at a materially better-supplied market than the one your neighbor is shopping for a family plan. St Charles Redmond, and why the network question is simpler and harder here
One system runs every hospital in Central Oregon, so the question is not which hospital you prefer. It is whether your plan works with the only one.
St Charles operates the hospital in Redmond, along with Bend, Prineville and Madras. In its 2024 review of a St Charles transaction, the Oregon Health Authority wrote that “St. Charles owns and operates the only hospitals in the Central Oregon region” and that the next closest is “approximately 129 miles away.”
That makes network shopping unusually simple to state and unusually unforgiving to get wrong. In a city with competing systems, a network you dislike means driving across town. In Redmond it means driving over a mountain range. So the question is not which hospital your plan prefers. It is whether the plan you are considering works with the one that is here.
One caution from the 2026 network data that applies to every plan type. In-network status can differ between products from the same insurer. We saw St Charles present on two of one carrier's individual networks and absent from a third from that same carrier. A carrier-level answer is not good enough in a single-system region, so we verify at plan level, directly, before you enroll.
Worth knowing too: primary care is thinner here than the hospital picture suggests. A 2024 regional assessment covering Crook, Deschutes and Jefferson plus northern Klamath put physicians at roughly 93 per 100,000 people against a state figure of about 94, on 2020 data and counting physicians only. Deschutes itself is around 100, slightly better than the state, while Crook next door is nearer 32 and carries a whole-county federal shortage designation. A plan with a thin local network is a bigger problem in Redmond than the same plan would be in Portland.
