Sacramento is getting one of the smaller increases in California for 2027, and a regional insurer built around this metro is expanding what it offers. That is a better starting point than most of the state has. It still comes down to whether your doctors are in the plan you end up with.

Sacramento is in Covered California Region 3, with Placer, El Dorado and Yolo counties. About 99,330 people here buy a Marketplace plan. Proposed rates for 2027 rise 9.0% on average, below the 9.9% state average. Open enrollment runs November 1 through January 31, and current members can switch starting October 1.

Region 3 is four counties, and it is being treated better than most

A local insurer is coming back to the small business market

Western Health Advantage rejoins Covered California for Small Business for 2027, and its network is built around this metro.

Western Health Advantage is a regional nonprofit insurer based in Sacramento. Its network is built around this area rather than bolted on to a statewide map.

For 2027 it is rejoining Covered California for Small Business. That brings CCSB to four carriers statewide: Blue Shield of California, Kaiser Permanente, Sharp Health Plan, and Western Health Advantage. Not all four sell everywhere. Sharp is a San Diego plan, so around Sacramento the realistic choice is Blue Shield, Kaiser Permanente, and Western Health Advantage. Plans can be quoted from October for January 1 start dates. For an employer here that is a real change. It is another local network to put beside the statewide names, in the one part of California where that network is strongest.

On the individual side, Western Health Advantage proposed a 9.6% increase for 2027, under the state average and well under several larger carriers.

Shopping still pays, just less than it does elsewhere

So switching roughly halves the increase here. In some regions it does far more than that, and in a few it does almost nothing. Sacramento sits in the middle.

The catch is the same everywhere: the cheapest plan in your tier is not necessarily the one your doctor takes. Check that first, then look at price.

State money that only exists in California

California runs its own subsidy on top of the federal tax credit, and more people qualify in 2027.

Federal enhanced tax credits ended after 2025. California put its own money in to soften that.
